授業の概要と方法

  This lecture primarily examines administrative and financial reforms in governments based on the concept of public management in Japan and foreign countries. Public management has been developed around the Anglo-Saxon countries such as New Zealand and the United Kingdom since the 1980s, and it has been greatly affected by the philosophy and approaches of, so-called the New Public Management (NPM). Various public sector reforms based on the NPM have also been implemented in Japan. Those include the introduction of performance measurement and evaluation system, contracting-out, PFI (Private Finance Initiative), designated manager system, and the application of accrual accounting.
  In this class, the ideas of NPM, the cases of public sector reforms in foreign countries and Japan, and the current situation and issues of public management will be analyzed.

授業実施形態

From the 1st class to the 8th class, classes are given on a face to face basis in the classroom.
From the 9th class to the 14th class, live-streamed classes are given by Zoom.

Students will be evaluated on continuous assessment. The continuous assessment consists of attendance and two reports.
Grades will only be given to students who have attended at least 10 classes and submitted all required reports.
